Drug Trafficking Through the Great Silk Road

This article is based on a confidential conversation with a source within the Drug Enforcement Authority on the new major players of the worldwide drug trafficking. What we learned was astounding. We subsequently contacted American journalists in Moscow and confirmed that most of this information has already become part of the public domain. This article touches base on the standing accusation of the USA facilitating in the international drug smuggling due to the alleged use of US military jets to transport heroin from Afghanistan into Europe. Conversely, this information has not been confirmed or verified. One could speculate that slanderous attempts of the regimes are directed to the United States. United States is not interested in spreading the heroin addiction within its borders and its European allies. In fact, United States has been a major contributor in the war on drugs and our military and DEA officers work to minimize the drug related crime, with the goal of ending the drug trafficking business. As an attempt to minimize the source of heroin, Afghani Coalition troops and enforcement authorities continue to destroy the opium poppy cultivation plantations. It was the efforts of the U.S. military and Drug Enforcement agents that made it more difficult to transport the drugs by air into Europe. Our DEA intelligence gathering raised the awareness to this issue, which resulted in higher levels of scrutiny at the customs control, as well as higher level of professionalism and training for the enforcement personnel.

This higher scrutiny to air transport is the reason why today the main flow of drugs from Central Asia into Europe and subsequently, into the United States now runs overland through Iran, Tajikistan, Turkmenistan, Uzbekistan, Kazakhstan and Russia. In addition, most of the drug smuggling revenue goes to the traffickers rather than the drug manufacturers. The widespread corruption places several high ranking officials on the list of drug traffickers. Until his recent arrest, the list of drug traffickers included one of the senior officials in Turkmenistan. However, after his arrest much of the drug flow was redirected to the so called Caspian Route (ancient Silk Road), a Heroin Highway running through Iran, Turkmenistan and Russia’s Caucasian Republic of Dagestan.

The Caspian Sea republic’s strategic location on ancient trade routes with Central Asia, Azerbaijan and Russia make it a good transit point for the international narcotics trade. Dagestan is increasingly becoming a center for the drugs trade, and the number of addicts in the republic is growing sharply. The Republic’s government controls a number of mountain regions taken over by the Islamist insurgents. The most extreme Islamic radical groups are thus attracted to alliances with the drug trade, as are those that seek guns and other weapons. Economic necessity ordinary citizens more willing to take the risks associated with the transport or cultivation of drugs. Statistically, Dagestan is one of the poorest Republics of the Russian Federation and the revenue from the drug trade has, sadly, become the main source of income for many.

Naturally, the governments of the countries involved in the narcotics trade attempt to fight the drug traffickers. , Bakhtar News Agency, RIA “Novosti”) However, as Russian officials charged with the responsibility to shut down the Caspian Rout openly admit, it has proven to be a difficult task. The drugs “inhibit” the North Caucasus, starting with Dagestan and become a “common currency” of its own in the region. In Germany, Interpol has recently detained Mr. Habib Umahanov. His arrest sheds the light on the issues surrounding the drug trafficking problem. The 30 year old is a professional hit man whose name is connected with a number of resonant murders in Dagestan turned out to have friends in high places. He is the son of an influential member of the Dagestan Parliament, a nephew of the major of Khasavurt City associated with the ruling party in Dagestan, and a relative of the former Chief of the Narcotics Enforcement Bureau of Dagestan.

Information recently leaked to the official press sources also implicates an former influential KGB officer, Mr. Victor Cherkesov, in the enrollment in drug trafficking and a series of drug related murders. Mr. Cherkesov is a former Chief of the Federal Drug Control Service of the Russian Federation. Besides, as reported by the Russian press, there is evidence of involvement in the drug trafficking by the infamous “Magomedov brothers,” oligarchs Ziyavudin and Magomed Magomedovs, rated as #111 richest men by Forbes. Experts believe them to be responsible for creation of the “Caspian Route” several years ago, with General Viktor Cherkesov, former head Russia’s State Committee for the Control of the Circulation of Narcotic and Psychotropic Substances, executing their orders. The profits from the Dagestani traffic are used by the clan leaders to acquire the most expensive real estate in London, an oil terminal in Rotterdame as well as ports and other facilities in Russia. The secret behind Magomedov brothers’ power is their control of the Caspian Route, which is of interest to some of the top Russian officials. In recent years, Messrs. Magomedov gained special influence due to their personal and business ties to the family of the former Russian President and current Prime Minister Mr. Dmitri Medvedev. These ties make the oligarchs virtually untouchable to the law enforcement. Since Mr. Medvedev is no longer the head of the Russian government, the Magomedov brothers are being pushed out from the large scale corporate world by Vladimir Putin’s associates. Therefore, the Caspian Route is of much importance to them. Sources indicate that today one of the brothers is prepared to present his candidacy to the post of President of the Republic of Dagestan, in order to focus all attention on the drug trafficking.

According to our confidential source, it is the influence of these businessmen that stands in a way of successful cooperation of the US and Russian Special Forces working to shut down the Caspian drug route. This is common knowledge not only for the DEA, but also for Langley and the Pentagon. However, politics get in the way of the drug enforcement officers’ ability to do their job. The professionals face constant obstacles and road blocks in their work because of people like the Magomedov brothers – close personal friends of the Russian Prime Minister.

One thing is clear: in order to bring about significant changes in this arena, the US should once and for all take a firm stance and urge President Putin, whose power seems to be close to a dictatorship, to put an end to the drug involvement of the senior officials and their patrons.

США часто обвиняют в том, что на наших военных самолетах из Афганистана в Европу якобы возят героин. Это клеврета враждебных США режимов или просто безумие людей, свихнувшихся на теориях заговора. США не заинтересованы травить ни себя, ни союзную нам Европу афганской заразой. Мы заинтересованы в максимальном сокращении, а в перспективе и полном прекращении наркотрафика. Коалиционные войска вместе с армией и спецслужбами Афганистана постоянно уничтожают посевы мака, используемого для производства героина.

Кроме того, доставлять наркотики самолетами в Европу опасно, ввиду отлаженности контроля в аэропортах, профессионализма полиции и спецслужб. Поэтому основной поток наркотиков из центральной Азии в Европу и далее в США идет сухопутными путями – через Иран, Таджикистан, Туркменистан, Узбекистан, Казахстан и Россию. Причем основной доход из этого извлекают не производители наркотиков, а те, кто обеспечивает этот транспорт. Среди них встречаются и очень высокопоставленные лица, одним из которых до недавнего времени был один из высших чинов Таджикистана. Однако после его ареста значительная часть наркопотока была переориентирована на «Каспийскую Дорогу» — через Иран, Туркмению и российскую кавказскую республику Дагестан. Правительство этой республики не контролирует ряд горных районов, захваченных исламских партизанами, а население их поддерживает, потому что Дагестан, согласно статистике, самая нищая республика РФ, и доход от наркотиков для многих стал единственным источником дохода.

Естественно, власти соответствующих стран ведут  борьбу с наркоторговцами, однако это  очень трудная задача, — о чем открыто заявляют русские чиновники, ответственные за перекрытие «Каспийской Дороги». Наркотики «завоевывают» Северный Кавказ, в первую очередь, Дагестан, становятся там своего рода «всеобщей валютой». Причем речь идет о наркотиках всех видов, от героина до некогда экзотического колумбийского кокаина и синтетических препаратов. При этом, однако, все меры, принимаемые российскими властями в контакте и при помощи спецслужб США, успеха не имеют.

Недавнее  задержание Интерполом на территории Германии некоего Хабиба Умаханова  позволило многое понять. 30-летний профессиональный киллер, причастный к ряду резонансных  убийств в Дагестане, оказался сыном влиятельного депутата парламента республики, племянником мэра города Хасавюрт и функционера правящей партии, а также родственником бывшего шефа бюро по борьбе с наркотиками в республике. В официальную прессу просочились сведения о причастности к наркотрафику и организации убийств также влиятельные офицеров бывшего КГБ – Виктора Черкесова, экс-шефа Федеральной службы наркоконтроля России. Кроме того, как следует из сообщений в российской прессе, есть данные о причастности к наркотрафику также олигархов Магомедовых, — братьем Зиявудина и Магомеда, одних из богатейших в России по версии Forbes. По мнению экспертов, именно они несколько лет назад создавали «Каспийскую Дорогу», причем генерал Черкесов играл роль исполнителя их указаний. Вырученные из дагестанского трафика главы клана неизменно скупают самую дорогую недвижимость в Лондоне, нефтеналивной терминал в Роттердаме, порты и другие объекты у себя на родине.

Секрет власти Магомедовых в том, что за счет «Каспийской дороги» живут многие высшие руководители России. Особое влияние дагестанские братья приобрели в последние годы, благодаря своей личной и деловой близости к окружению и семье Дмитрия Медведева, бывшего президента, а ныне премьер-министра России, в каденцию которого Магомедовы стали «неприкасаемыми» для Закона. Однако сейчас, после ухода Медведева с поста президента, Магомедовых вытесняют из крупного бизнеса люди Владимира Путина, и потому особое значение для них приобретает «Каспийская Дорога». По ряду данных, сегодня один из них братьев готовится выставить свою кандидатуру на пост президента Республики Дагестан, чтобы полностью сосредоточиться на наркотрафике.

Именно  влияние этих бизнесменов, по мнению нашего источника, мешает позитивному  сотрудничеству американских и российских спецслужб в закрытии «Каспийской Дороги». Об этом известно не только в DEA, но и в Лэнгли, и в Пентагоне. Однако, изменить ситуацию офицерам мешают политики. Профессионалам блокируют работу потому, что такие люди, как братья Магомедовы – самые близкие друзья русского премьера, игравшего с Белым Домом в «перезагрузку», не приносящую Америке, — это уже ясно, — никакой пользы.

Совершенно ясно: чтобы ситуация изменилась, США следует, наконец, занять жесткую позицию и заставить президента Владимира  Путина, власть которого близка к диктаторской, покончить с высокопоставленными наркоторговцами и их покровителями.
